Request for Applications
FY26 EMERGENCY STORM SERVICES/PLOWING/SANDING/SALTING
The City of Watertown is accepting applications from qualified contractors interested in Snow Plowing, Salting and Sanding. Application packages are available electronically online at no cost by completing the registration page on the City’s website https://watertown-ma.gov/Purchasing. Scroll to the project title and select the link located at the bottom of the project description to request a bid package. Packages are also available by request at the City’s Procurement e-mail address at procurement@watertown-ma.gov. Application packages will be available beginning September 16, 2025 Preference will be given to those applications received by September 30, 2025.
Parties interested in applying for Snow Plowing, Salting and Sanding work for the City of Watertown, MUST submit the following package to the City of Watertown Procurement Department at 149 Maine Street, Watertown, MA, 02472.
- Complete “Snow Equipment Price List 2025-2026” for all equipment
- Review, complete and return the City of Watertown Contract
- Complete and return W-9 tax form
- Provide evidence of Liability Insurance coverage, for the categories & dollar amounts listed on page two of the Contract. This certificate MUST name the City of Watertown as the Certificate Holder. The policy coverage period must cover the entire period of this contract.
2025-2026 Season Stipend Qualification
- Only Road Plowing Vehicles are eligible to receive a stipend
- Stipend program participants may only miss one snow plowing event during the 2025-2026 season
- Stipends will be paid out at the end of the snow season to qualifying vendors
- Stipend Amount as follows
- Vehicles less than 46K GVW $2,000 per vehicle
- Vehicles greater than 46K GVW $3,000 per vehicle
- c. Loaders and backhoes $3000 per vehicle
Partial or incomplete application packages will not be accepted. The Department of Public works will review all completed application packages. Pending application approval, the City of Watertown Procurement Department will work with vendors to execute and finalize the contract documents.
All snow contractors that are successfully contracted by the City of Watertown acknowledge and agree that they are acting as an independent contractor for all work and services rendered pursuant to the signed contract and shall not be considered an employee or agent of the City of Watertown for any purpose. In addition, all contractors shall indemnify, defend, and hold the City actions, costs, and expenses, including attorney’s fees, arising out of the Contractor’s breach of this Contract or the negligence or misconduct of the Contractor, or the Contractor’s agents or employees.
The City of Watertown reserves the right to accept or reject any or all bids, to waive any informality contained therein, and to award the contract as determined to be in the best interest of the City.

ORDERED That the sum of $60,000 is appropriated to pay costs of purchasing an electric vehicle and outfitting such electric vehicle with shelves, including all other costs incidental and related thereto; that to meet this appropriation, the Treasurer, with the approval of the City Manager, is authorized to borrow said amount under and pursuant to M.G.L. c.44, §7(1), or pursuant to any other enabling authority, and to issue bonds or notes of the City therefor; and that the amount of borrowing authorized by this order shall be reduced by any grant amount received from Green Communities for this purpose.

IFB 2026-37 Playground Renovations
In accordance with M.G.L. c30 §39M, the City of Watertown is soliciting bids from qualified contractors to perform Playground Renovations at Bemis Park located in the City of Watertown. Qualified contractors are requested to submit their proposals to the Procurement Department, Watertown City Hall, 149 Main Street, Watertown, MA, in accordance with the instructions contained within their Invitation for Bids (IFB).
Bid Documents will be available electronically online starting on Thursday August 28, 2025 at no cost by completing the registration page on the City’s website at https://watertown[1]ma.gov/Purchasing. Scroll to the project title and select the link located at the bottom of the project description to request a bid package.
Proposals must be delivered in person or by mail to The City of Watertown Procurement Department located at 149 Main Street, City Hall, Watertown Ma.02472. Electronic copies will not be accepted. All proposals must be received by 11:00 a.m. on Thursday September 18, 2025, to be considered.
Each Bid must be accompanied by a bid security consisting of a Bid Bond, Treasurer’s Check, Cash, Cashier’s Check or Certified Check issued by a responsible bank or trust company in the amount of 5% of the bid price.
Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provisions of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project.

RFP #2026-02 Public Buildings Department Study (Rebid)
The City of Watertown (MA) invites proposals from qualified individuals/firms to provide a strategic municipal organizational assessment and design of the City’s Public Buildings Department functions and processes. Qualified individuals/firms are requested to submit their proposals to the Procurement Department, Watertown City Hall, 149 Main Street, Watertown, MA, in accordance with the instructions contained within this Request for Proposals (RFP).
Bid Documents will be available electronically online starting on Thursday August 21, 2025 at no cost by completing the registration page on the City’s website at https://watertownma.gov/Purchasing. Scroll to the project title and select the link located at the bottom of the project description to request a bid package.
The City of Watertown will accept proposals delivered in person or by mail, only. All proposals must be received by 10:30 a.m. on Tuesday September 23, 2025, to be considered. Proposals submitted by fax or by electronic mail will not be considered. All proposals must be submitted to the City of Watertown Procurement Department, Watertown City Hall, 149 Main Street, Watertown MA 02472.
Each Proposal shall be submitted in accordance with the Submission Requirements within the RFP and M.G.L. c. 30B, §6 shall apply to this project. It is the responsibility of prospective proposers to check the City of Watertown Procurement Website for new information via any addenda to this solicitation. Any addenda issued will be emailed to all plan holders registered with the city.
